Zuckerberg's 6,500-Word AI Manifesto, Read Closely

On August 10, Mark Zuckerberg posted 6,500 words on meta.com under the title The Future is for Everyone. It's signed with one word: Mark.

This isn't an earnings-call aside or a product launch. It's a manifesto — the first time Meta's superintelligence philosophy, risk inventory, policy asks, and governance commitments all appear on one page. A trimmed version ran in the Wall Street Journal two weeks earlier. This is the full text.

The same day, the Financial Times reported him attacking "closed" AI rivals and confirmed Meta is returning to open models. TechCrunch published a review with a headline that doesn't hedge: Mark Zuckerberg's AI manifesto is exactly why people don't like AI.

Three days before that, on August 7, a New Mexico court ordered Meta to pay an additional $567 million in a child safety case.

The essay is worth reading carefully. Not because it's right — because it's complete. Complete enough that you can watch each argument route around its own cost.

Ten passages below.


1. He converts a safety question into a distribution question

"The defining questions of our age are who will have access to superintelligence and what will we direct it towards. Will it be centralized and restricted to a few institutions, or will it be a tool that empowers everyone?"

Everything else rests on these two sentences. Notice what they don't ask. Not whether superintelligence can be controlled. Not where the capability ceiling is. Not whether it should be built at all.

They ask who gets it.

That's a clean reframing. For three years the dominant AI safety narrative has been technical — capability curves, alignment difficulty, eval thresholds. Zuckerberg swaps in a political-philosophy narrative: concentration versus distribution of power.

My take: People who change the question usually already have the answer. Once you accept that the core issue is who holds it, "distribute it widely" becomes the safest path by definition — and the company most eager to distribute model weights widely happens to be Meta. That doesn't make the question fake. Concentration of power is a real risk and he's right about it. But this frame isn't neutral. It has an owner.


2. The jab at doomers lands, but it doesn't finish the job

"It is surprising that the discourse from many developing AI is so filled with doom. I do not understand why anyone who believes that AI will eliminate most jobs and much of humanity's relevance would rush to build that future."

This is the sharpest line in the essay, and it does hit something real: the performative anxiety of an industry that calls this humanity's last invention on stage and then raises another round, hires another team, breaks ground on another data center.

He follows with a harder one:

"Historically, hoping that an absolute power will benevolently provide for humanity if sufficiently enlightened has not led to safe or positive outcomes."

Translation: everyone arguing that AI is too dangerous for anyone but us to hold is retelling a story humanity has heard before, and lost on before.

My take: The rhetorical move only refutes one kind of person — the sincere doomer. It doesn't touch the risk itself. You can hold all three of these at once: the risk is real, someone will build it regardless, therefore I want to be the one in front. That's not incoherent. It's just unflattering. Zuckerberg treats a problem with his opponents' motives as a problem with their argument. Those are different things.


3. "There is no such thing as a singular benevolent superintelligence" — the strongest line, and the most profitable one

"Humanity is not a monoculture. People's diverse values represent different tradeoffs they would make on important issues. There is no technological solution that can align with everyone's opposing interests and values at once."

This is a head-on reconstruction of alignment. The mainstream labs treat alignment as fitting a model to one universal, safe value set. Zuckerberg says that's mathematically impossible: human values conflict, so any single system aligned to some people necessarily betrays others.

So he redefines the term:

"We view alignment as ensuring that agents share a person's goals and values, not our company's."

His example: a leading model refused to help draft a letter to school parents because it had decided standardized testing was unethical.

My take: Philosophically this holds up, and it's the deepest thinking in the piece. But look at what it earns commercially. The line converts alignment from a cost center into a product feature. Better still, it quietly dissolves the problem that has cost Meta the most for a decade — content moderation. If value pluralism is the principle, the platform is no longer accountable for what the right answer is. A philosophical conclusion that happens to retire the company's largest liability is worth noticing.


4. Three thought experiments that skip the only case that ever happens

"As a thought experiment, imagine only one person had a superintelligent lawyer... But now imagine everyone has a superintelligent lawyer. In this case, justice would be carried out much more fairly and efficiently than it is today."

Lawyers, cybersecurity, business competition — the same structure runs three times: if only one person has X, the world is worse; if everyone has X, the world is better.

It's persuasive, and it does explain why concentration is dangerous.

Now notice the third option sitting between the two, which is also the only one that has ever actually occurred: most people get an ordinary version, a few people get a better one.

Capability is never binary. It's a distribution. Everyone has the internet; search ranking is not egalitarian. Everyone can hire a lawyer; which lawyer you can afford is the variable that decides cases. If the superintelligent lawyer comes in a free tier and an auction tier — which is exactly the distribution mechanism described later in this same essay — inequality in court doesn't disappear. It just changes denomination.

TechCrunch raises a second failure mode: cheap legal AI could also unleash vexatious litigants who clog the system with the legal equivalent of spam.

My take: A binary thought experiment is a rhetorical instrument, not an analytical one. The real world never picks between "one person has it" and "everyone has it." It parks permanently in the middle. What the middle looks like depends on pricing — which is the next passage.


5. Read the open source commitment one word at a time

"Now that Meta Superintelligence Labs are up and running, we will resume releasing some open source models soon."

This is the only falsifiable sentence in the whole essay, so it deserves a word-by-word read:

  • resume — an admission that it stopped. A public, understated confirmation that Meta's open release cadence broke.
  • some — not all. Whether frontier models are included stays open.
  • soon — no date, no version, no parameter count.

Elsewhere the framing is grand:

"Open source is a positive and important force for empowering people and preventing centralization that is detrimental for both safety and the economy."

My take: The other nine points are values. Values can't be falsified; a year from now you can't prove him wrong. Only this sentence carries a checkable action. Put it on the calendar. By year-end, see which word got honored — resume, some, or only soon. To judge a company's open source position, don't read how it describes open source. Look at when it last shipped weights, and when it ships them next.


6. There's an auction hiding inside the paragraph about equality

"We will offer free versions that will be accessible to billions of people. For those who want to pay to use more compute, there will be a dynamic auction mechanism that will guarantee that everyone gets the lowest price possible for the intelligence and compute they're using."

"Available to everyone" and "allocated by bid" appear in the same paragraph.

To be fair first: this isn't a conspiracy, it's a physical constraint. Compute is finite, demand isn't, and every finite resource needs a rationing mechanism. Auctions are the most textbook one there is. Writing it down is more honest than hiding it.

But watch what it does to the earlier argument. The world from point 4, where everyone has a superintelligent lawyer, gets repriced right here: what everyone has is the free tier, and the free tier's ceiling is set by the company and adjustable at will. As for "the lowest price possible" — an auction guarantees the market-clearing price, not a low one. At peak, clearing prices are high.

TechCrunch is blunter: dynamic auctions are a terrible experience for a tool people depend on. You don't want your model to get more expensive on a Monday morning. That's precisely why every consumer AI product deliberately insulates users from the spot price of compute.

My take: This is where the essay makes contact with reality, which is why it reads least like philosophy. It exposes the actual boundary of the whole argument: what gets distributed isn't superintelligence, it's access to superintelligence — and access has a price. Free isn't equal. Free is tier one.


7. "Intermediate training checkpoints" — the most concrete proposal in the essay

"I also propose that frontier AI labs should share intermediate training checkpoints of new models for government use and review rather than waiting until training has completed."

This is the one recommendation you could act on tomorrow.

The prevailing regulatory picture is pre-release review: finish training, hand it to the government, wait for clearance. The cost of that flow is delay — and leadership windows in this industry are measured in months. His own figure: a two-month advantage is enormously valuable.

His proposal reorders it. Hand over checkpoints mid-training so the government holds capability to harden critical systems, rather than holding approval authority over your ship date.

My take: This is clever enough to applaud. It converts regulation from delayed release into early access — the government gets real capability, Meta loses zero days to market. Both sides win, but they win different currencies: the government wins assurance, Meta wins the calendar. In an industry where two months decides outcomes, the calendar is the more valuable one.

Credit where due: it genuinely beats the status quo. Just be clear about which side it beats it on.


8. The distillation passage swings in three directions at once

"Some have tried to frame distillation as harmful, but I think it is important to protect the principle that you can learn from anything you can observe. This is how the world works."

It reads like a statement of principle. It's a three-way move.

At closed labs — OpenAI publicly accused DeepSeek of distilling its models. Elevating "observable means learnable" to a principle says model outputs are not a moat. A rival's most expensive asset gets reclassified as public knowledge.

At US regulators — immediately afterward he asks for relief on training-data restrictions, arguing American open models carry a compliance burden foreign ones don't.

At the ban-foreign-open-models camp — he's explicitly against it:

"I do not believe restricting access to foreign open source models is an effective solution. Our goal should be for American open source models to be the best globally."

In the current policy climate, that sentence costs something to say. It's also correct: staying ahead by forbidding others has never worked.

My take: The thing worth watching is what the principle also pardons. If "you can learn from anything you can observe" is universal, then the legality of training data provenance — copyright, scraping, unlicensed corpora — falls under the same umbrella. One sentence weakens a rival's moat, loosens your own compliance rope, and retroactively ratifies past behavior. Principles are rarely this well-tailored.


9. The recursive self-improvement section is the most honest passage, and the weakest

"Any lab that doesn't let their AI system direct a substantial amount of compute capacity towards recursive self-improvement will inherently fall behind."

He concedes the race dynamic, and concedes it cleanly: once AI can improve itself, whoever doesn't hand it serious compute falls behind. He even does the math — a system optimizing its own efficiency could theoretically squeeze 100x more intelligence out of each gigawatt.

Then comes the solution:

"To ensure people remain in control, the significant majority of intelligence must be directed by people towards advancing people's goals."

The significant majority of compute must serve human goals.

My take: This is the most candid paragraph in the essay and the one where the logic collapses hardest.

What is "significant majority"? 51%? 90%? Who counts it? Measured how? Audited by whom? Not a word.

More importantly, it contradicts the essay's own thesis. Every other safety mechanism here is structural — many holders, mutual constraint, no unilateral decisions. This one is a promise: we will restrain ourselves.

And the entire essay argues that self-restraint promises don't hold — that hoping an absolute power will benevolently provide for humanity has never ended well. That's his own line, from point 2.

At the single most consequential gate, he reaches for the exact safeguard he spent the essay rejecting.


10. The independent board: the structure may be sincere, but credibility isn't built with documents

"Meta is implementing a governance structure that gives our independent board of directors the power to approve the safety criteria for releasing models."

This is a substantive step. He also names the industry status quo honestly — CEOs at every frontier lab currently hold sweeping authority over releases — and calls on others to follow. As a proposal, the direction is right.

But there's half a sentence in the same paragraph:

"While Meta is a founder-controlled company..."

Meta is founder-controlled. The independent board approves the safety criteria; who effectively determines the board is not something the essay opens up.

The timeline is worth laying out too. The manifesto ran August 10. Three days earlier, on August 7, a New Mexico court ordered Meta to pay an additional $567 million in a child safety case. The Pew data TechCrunch cites: 64% of Americans think social media has harmed democracy.

My take: A company currently answering to a court over the safety of its last-generation product is vouching for the safety of its next-generation product with an internal governance document. The structure may well be sincere — I'm inclined to think it is. But credibility isn't built with an org chart. It's built with a record. And a record is something you wait for, not something you write.


Closing: a philosophy that never collides with itself

Give the essay what it's owed. There's real material here.

The case against concentration of power holds up, and someone in this industry needed to make it. "There is no such thing as a singular benevolent superintelligence" is one of the most serious critiques of alignment orthodoxy in two years. The intermediate-checkpoint proposal is specific, actionable, and better than the regulatory default. Opposing bans on foreign open models costs something to say in Washington right now.

But read end to end, the problem isn't that the essay is wrong. It's that it's complete.

Nine categories of risk, nine answers, and not one answer requires Meta to slow down:

Job displacement? Individual capability growth will outpace automation. Cybersecurity? Universal offensive and defensive capability makes us safer. Biorisk? Regulate physical materials, not the spread of knowledge. Alignment? There are no universal values, so align to the user. Concentration? We open source. Regulation? Take our checkpoints early, don't delay our releases. Recursive self-improvement? We promise to reserve the majority of compute for people.

Each answer is defensible on its own. Read as a set, the philosophy has one very stable property: it never conflicts with Meta's business path.

A value system that never asks its author to pay anything might mean the author happens to be standing on the right side of history. It might also mean the values grew around the position. From the outside those look identical. Only time separates them.

And in 6,500 words, the only word carrying a time in it is soon.
